Welcome to the Capitol Drive Lutheran Church Sacred Places Action Team webpage. Through grants provided by the Siebert Foundation and the Bradley Foundation, our congregation is participating in a program entitled, “New Dollars / New Partners for your Sacred Place”. This training program is offered by Partners for Sacred Places which is the only national, non-sectarian, non-profit organization dedicated to the sound stewardship and active community use of America's older religious properties. Partners provides assistance to the people who care for sacred places while promoting a new understanding of how these places sustain communities.
Upon completion on this program, we will have produced a CASE STATEMENT and will have calculated the monetary PUBLIC VALUE of our church’s outreach ministries. Within the Case Statement, there will be a comprehensive historical review of the church, not only from the buildings and church perspective, but also from a mission and ministry outreach standpoint, along with a look at our community partners.
Contained on this Sacred Places webpage are the drafts of the Case Statement, historical document, and other features created for this project. These documents are a work in progress and are posted online for the purpose and ease of congregational participation. Since these documents are not finalized nor published yet, there will be mistakes in spelling, grammar, organization and order, and any other unforeseen issues as the documents are written and modified. Facts and figures may not be totally accurate until final verification and fact checking exercises are complete.
The congregation and other interested persons are welcome to comment, make suggestions, advise of corrections, and provide any input as you feel is necessary. Please email the Sacred Places Action Team with such items. Emails received will be evaluated by the action team and may or may not be incorporated into the final document. All suggestions are certainly welcome and we value all input from the congregation and community.
There will be at least two versions of the case statement. As this document is written, it will be a completely comprehensive document that will contain a good majority of the research that was conducted. After this comprehensive case statement is completed, it will then be utilized as necessary to create our "one to twelve" page document as outlined in our training material. Also, this comprehensive case statement can be adapted for grant applications, brochures, and other printed material.

| Sacred Places Statement of Purpose

Sacred Places is an action team that is associated with the Strategic Planning initiatives that the church is currently undertaking. This statement of purpose is our way of stating what our action team is trying to accomplish in the big picture. If someone is interested in joining our church, this statement describes what Sacred Places is doing for them, the church, and the community.
WHO WE ARE, WHAT WE HAVE, WHAT WE DO
This is the theme statement of Sacred Places. The Sacred Places Action Team is participating in a training program entitled, “New Partners, New Dollars” which has two overriding goals. The first goal is to show Capitol Drive Lutheran Church and the surrounding community the enormous value of our sacred place (buildings, etc.) as a community asset. The second goal is to use that understanding to attract new partners and resources to maintain our assets. Seeking new partners is more important than the new dollars.
There are a few tangible outcomes of utilizing this program from Partners for Sacred Places, which is a non-profit organization founded in 1989 to help Americans embrace, care for, and make good use of older and historic religious properties. We will be exploring our heritage to develop a timeline of major events and key themes. We will calculate a firm dollar amount what the actual public value is for all of the programs and services that take place within our buildings. We will assess our building and build an analysis of how we use our space. We will learn how to look at our community to find the most likely sources of partnerships and support. Finally, we will be telling our story by developing a “Case Statement” which will be used for multiple purposes including the web page, press releases, grant applications, and brochures.

Capitol Drive Lutheran Church
Outreach Ministry Public Value - $184,209.00
Capitol Drive Lutheran Church participated in the “New Dollars / New Partners” training program offered by Partners for Sacred Places in 2009/2010. One aspect of this training is to take a deep look at all of the outreach ministry programs offered, sponsored, and/or hosted by the church. As a result of this research, data was entered into the Partners for Sacred Places proprietary web-based software. This software program, as developed by them, is described by Partners:
The genesis for the [training] comes from a two-year national research project entitled Sacred Places At Risk: New Evidence on How Endangered Older Churches and Synagogues Serve Communities that Partners for Sacred Places released in 1997…[This study], for the first time, documented the extraordinary array of human services and cultural programs that are housed in older, urban religious properties; put a price tag on the economic subsidy congregations provide to communities through support of the programs; and highlighted the grave disrepair of these buildings…Prior to the study, no one has been able to quantify the value of the services provided by congregations, and no one has been able to link those services to the churches, meetinghouses, and synagogues that housed them.
[Many congregations] wanted to know how to compare their own community service to the average levels of service the study found across the nation, and they wanted to receive additional support and recognition for the work they were doing…Partners fashioned their research methodology so that a congregation can measure its public value in the same way as the original study. The Public Value Sub-Committee of the Sacred Places Action Team at Capitol Drive Lutheran Church researched all the facets of the ministries offered by our church based on the questions asked by Partners web-based software. As a result of this research, the software has returned the public value of our top five ministries and compared it to the national average of $144,000 for the top five outreach ministries offered at any given church across the country. This value is a firm monetary dollar amount of what it would take for any given group, church, company, or corporation to operate these ministries at any other location within our city should our church buildings be leveled by any given disaster or become un-inhabitable by disrepair.
The public value of $184,209 is based on these top outreach ministries listed in alphabetical order at Capitol Drive Lutheran Church:
Health Ministry $27,356
SDC Head Start $15,683
Sherman Park Gathering Place $27,022
TenderCare $88,912
Third World Handcrafts Shoppe $25,236
It should be noted that the SDC Head Start and TenderCare programs pay rent to the church for the use of space. However, their rent payments are lower than the average rental price for similar square footage. Partners software takes this into account and therefore figures that the difference between the actual rents received versus the average rental price that the church could obtain from other tenants is considered monetary support of the program and is figured into the public value amount. If the rental payments were not included in the software, the public value for these two ministries would be significantly higher. Likewise, for the Health Ministry and Sherman Park Gathering Place, the church receives external sources of support such as grants and subsidies to operate these programs. Had these external funds not been included in the
calculations, the value for these two programs would also be higher.
Partners further breaks down how this value is computed based on a variety of variables. The selected output of variables that Capitol Drive Lutheran Church provides to these top five ministries are as follows:
Volunteer Time $50,859.36
Clergy & Staff Time $52,560.00
Shared Space $174,085.54
Cash Support $10,052.04
Utilities $12,133.08
In-Kind Support $3,594.60
The sum of these figures is higher than the public value as stated above due to rents and grants received. The total value of the above figures cannot be considered the public value since the church receives funds to help support these ministries. The public value figure listed above is the equivalent dollar amount that Capitol Drive Lutheran Church provides to public via these ministries.
Partners for Sacred Places has determined that through their research, the public benefits the most from any given church outreach ministry. That is to say, the programs benefit the community and not the members of the church. The statistic of the Capitol Drive Lutheran “Church Beneficiaries of Community Programs of Congregation Members vs. Non-Members” matches exactly to the national study:
Program Users Who Are Members of the Congregation = 19%
Program Users Who Are Not Members of the Church = 81%

Capitol Drive Lutheran Church is located at 5305 W. Capitol Drive. Milwaukee, WI 53222. Founded in 1932, we are a group of thankful Christians who meet Christ as we receive the love of God when gathering around Word and Sacrament in Sunday worship. We also serve Christ by giving the love of God in support of one another and our neighbors in need. We live Christ as God continually forms and reforms us as the Body of Christ, a church that is inclusive, forgiving, affirming, and concerned for justice and peace.
Below you will find this document available for download in PDF format. Also you will find two documents containing pie charts and graphs produced by Partners web-based software. Due to software limitations, only five ministries can be compared at one time. For four of our outreach ministries, this is easy to do. For the fifth outreach ministry, the TenderCare childcare was broken down into three seperate entities for the purposes of calucation. All of the statistical data was entered into the Child Care ministry while the School Age Program / Summer Camp and the Luther Manor site were calculated for square footage only, again with the remaining data entered into the Child Care section. Therefore, to properly compute the public value for all of TenderCare, the three programs were calculated seperately. This numerical value is then added to the other four ministries for the total value of our top five outreach ministries.
